A Step towards Smoother Inland Navigation

The European Union, the Ministry of Construction, Transport and Infrastructure and the Directorate for Inland Waterways in July 2016 started a new project “AtoNs”. The “AtoNs” project is being implemented through three contracts: Technical Assistance and Supervision, Supply and installation of equipment, and Integration of the navigation monitoring system. The project leans on already deployed RIS infrastructure (especially Automatic Identification System), fostering its further utilization through integration of supervision and upgraded management of the waterway marking system, as well as video surveillance of river stretches of specific importance.
The foreseen end of the project is November 2018. It is implemented under the Decentralized Implementation System for EU funds, involving the Ministry of Finances (as the Contracting Authority), the Ministry of Construction, Transport and Infrastructure (as the Final Beneficiary) and the MCTI – Directorate for Inland Waterways (as the End Recipient). Implementation of this project is in line with the national Inland Waterway Transport Strategy for the period 2015-2025, as well as with the international framework, including European Commission guidelines and Danube Commission Recommendations. Implementation of the Supervision contract, whose total value amounts to €749.600,00, is performed by RGO Communications Ltd. and KIOS a.s. 
The “AtoNs” project has a very important part for the overall inland waterway transport on the Danube River, which is highly internationalized, as nearly 80% of the transported cargo volume represents export, import or transit. Such level of internationalization generates necessity of development and application of international standards for the infrastructure, equipment, and customer services, as a precondition for smooth and free inland waterway transport. 
In the last decade, in the Republic of Serbia, a special attention is being given to application of information and communication technologies, in order to raise attractiveness of inland waterway transport and strengthening of its competitive position on the international transport market. As a result, a standardized River Information Services (RIS) have been deployed on inland waterways around the Europe, including the Danube River. In Serbia, RIS has been implemented with the support of the EU on the Danube and Sava Rivers in the period 2009-2013, and its usage is obligatory since 2014. Next to commercial and governmental vessels, RIS in Serbia is being used by the Ministry of Construction, Transport and Infrastructure (Harbor Master’s Offices, Inland Waterway Transport Inspection), Ministry of Interior (River Police, Border Police, Gendarmerie), Ministry of Finance (Customs), operators of navigational locks (Djerdap I and Djerdap II), Port Governance Agency, Public Water Companies, etc.
River Information Services (RIS) are modern traffic management systems enhancing fast electronic data transfer between water and shore, through in-advance and real-time exchange of information. RIS represents an internationally standardized information and communication platform which is contributing to safety of navigation, improving logistics processes, and protecting environment, while staying open to interconnections to other modes of transport. The general idea is that all ships, with standardized equipment and software, no matter on the flag of origin, can use and benefit from the same information and communications services on all inland waterways. Providing of accurate real-time information through standardized services is contributing to the creation of perspective environment to better utilize business potential of the Danube waterway transport.
The “AtoNs” project was presented within the third day of the European RIS week held in Belgrade for the first time outside of EU member states, representing great honor for the Republic of Serbia and the MCTI – Directorate for Inland Waterways, as the national RIS operator.
